Create as many user groups as it is necessary. A user can belong to different groups; he then inherit access permissions of all the groups to which he belongs.
Just tick which groups the user belongs to.

Each page of the extranet will be accessible to all registered users, or have limited access to one or more user groups. For each group, you only have to tick what pages are accessible.

When in the menu manager, you can simply tick what are the groups of users that can access each page. The pages that are not allowed for a user just don't appear in the menu.
For a page, it is possible to identify a user who will be the administrator: he can then edit this page.
